California to ban talking & driving by summer 2008

California will join a handful of states who ban talking on cell phones while driving. Starting July 1, 2008 talking while driving will be punished with a $50 fine.

    This is not entirely correct. The law bans holding a cell phone while driving; it does not ban talking while driving.
